Hsin Dar Environment Corporation (HEC), a subsidiary of Continental Engineering Corp. (CEC), successfully won three environmental projects in the 2nd half of 2016: Feng-Shan River wastewater reclamation and reuse BTO project (Note 1), Chung-Li area sewerage system BOT project (Note 2), and Pu-Ding area sewerage system BOT project.

The three projects are part of the Promotion of Private Participation in Infrastructure Initiative led by the government to bring private sector resources and professional techniques into major public civil projects. Feng-Shan River wastewater reclamation and reuse BTO project was won by a joint venture between HEC and CTCI. The total construction cost is NT$2.48 billion (US$74.4 million) with a project concession period of 17 years. The scope includes the construction and transfer of recycled water treatment facilities and distribution pipelines, as well as the operation of a sewerage treatment plant and a water recycling plant. The project is the first case of wastewater reclamation and reuse in Taiwan. The plant will provide 45,000 tons of recycled water every day for the Kaohsiung area after its completion.

Chung-Li area sewerage system BOT project was won by a joint venture between HEC and CTCI. The total construction cost is NT$15.3 billion (US$474 million) with a project concession period of 35 years. The scope of the project includes planning, design, and construction of a public sewer network system and a sewage treatment plant, as well as the operation of the plant, in Chung-Li area and Taoyuan City, Taiwan.

Pu-Ding area sewerage system BOT project was won by HEC. The total construction cost is NT$1.8 billion (US$55.8 million) with a project concession period of 35 years. The scope of the project includes planning, design, and construction of a public sewer network system and a sewage treatment plant, as well as the operation of the plant, in Pu-Ding area, Taoyuan City, Taiwan.

HEC’s successful winning of these three successive tenders is recognition of not only the company’s reputation in the water treatment industry but also its capability to contribute stable income for its parent company-CEC.

1. 
BOT, Build Operation Transfer, is a form of project financing, wherein a private entity receives a concession from the public sector to finance, design, construct, and operate a facility stated in the contract. The facility will be then transferred to the government at the end of the concession agreement.

2. BTO, Build Transfer Operation, is a form of project financing, wherein a private entity receives a concession from the public sector to finance, design, and construct a facility. When the construction is completed, the facility will be then transferred to the government, and then the government will entrust to the private entity to operate until the concession agreement ends.
